Suspicion of exploitation in begging
A passer-by, who wishes to remain anonymous, calls the National Hotline while she is out and about in her town. Still on site, she describes that she is observing an impoverished-looking woman begging in front of a supermarket. She is holding a piece of paper in her hand that draws attention to her two hungry children. The passer-by fears that the woman is being forced to beg by a gang.
